The Plyos State Historical, Architectural and Art Museum-Reserve was founded October 22, CE.1982 for the comprehensive protection of historical and cultural monuments, as well as the landscape of the city Plyos. This is the only such object of federal significance in the Ivanovo Region.[1]

By Resolution No 338 of June 30, CE.1980 The Council of Ministers of the RSFSR [ru] instructed to create a museum-reserve in Plyos in 2 years, to provide it with infrastructure, restoration facilities, works of art and other support.

By Resolution No. 338 of June 30, 1980, The Council of Ministers of the RSFSR [ru] ordered at the base, first of all, the Levitan House Museum [ru] and the Plyos Art Gallery (occupied by the Church of the Resurrection [ru]) create a museum-reserve in Plyos in 2 years, provide it with infrastructure, restoration facilities, works of art and other support. The construction of tourist infrastructure and the reconstruction of a number of buildings with their re-profiling were planned for a decade[2] Some of the plans remained unrealized. For example, churches were planned to be converted into art museums, but after a change in religious policy, the temples were subsequently reconstructed according to their original purpose.

In CE.1993, Ivanovo Regional Council of People's Deputies approved the boundaries of the museum-reserve. According to the decision, the museum-reserve occupies an area of 78 hectares, 256 hectares in its vicinity are occupied by protected areas. The protected landscape zone is 22,061 hectares according to the latest clarifying documents. The same decision of the council established a list of more than 100 monuments of history, culture, architecture, urban planning and nature that are part of the museum-reserve[3]
