Yudas Sabaggalet (born 24 February 1964)[1] is an Indonesian politician of the Indonesian Democratic Party of Struggle who served two terms as the Regent of the Mentawai Islands Regency between 2011 to 2016, and 2017 to 2022. He was the regency's vice-regent from 2006 to 2011 and a member of the parliament created in 1999.[1]

Early life[edit]

Yudas was born in Madubak Ugai, a village in South Siberut, Kepulauan, Mutawai [id], Mentawai Islands, as the youngest child out of three siblings of a farmer. He lost his father when he was five years old and he spent his childhood, and early education on local elementary school while helping his family work on the field until the 3rd year. He then moved to a private school in Muara Siberut and graduated in 1977.[1]

Yudas moved to Padang where he pursued both his junior and senior secondary education and graduated in 1985. After a year, while working in a Coca-Cola factory, he was studying management in Bung Hatta University, at West Sumatra and obtained a bachelor's degree in 1994.[1] Yudas was an active member of the Union of Catholic University Students of the Republic of Indonesia. He further went to Gadjah Mada University in 1995, but left for Bogor without completing his education. After the Asian financial crisis in 1997, Yudas returned to West Sumatra in 1998, started politics and continued his masters degree at Andalas University until he graduated in 2005. He worked as a lecturer at Taman Siswa University's faculty of economy in Padang since 2001, teaching both undergraduate and graduate students.[1] He later also received doctorate in development study at Andalas University in 2023.[2]

He started his political career with the National Peace and Love Party (PDKB, Indonesian: Partai Damai Kasih Bangsa), a Christian party.[1][3] He gained a seat in the newly-formed Mentawai Islands Regency's parliament until 2004, when he decided to join the Indonesian Democratic Party of Struggle (PDIP). He lost his seat in the 2004 election. In 2006, he decided to run for vice regent of Mentawai Islands as the running mate for regent Edison Saleleubaja. He then ran for regent himself and won election in 2011, and then for second term in 2017.[1]

As Mentawai Islands was the poorest and the most isolated regency in West Sumatra,[4] he initiated several infrastructure projects such as Trans-Mentawai road, Rokot Airport,[5] and establishing Mentawai Fast ferry route services connecting the islands within the regency.[6][7] Other projects also included Peipei Airport and several port constructions proposed in 2017.[8] To speed up construction of Trans-Mentawai road which was started in 2012[9] and to circumvent budget constraints, Yudas proposed to Ministry of Public Works and Housing to use Indonesian Army personnels to work on the road construction.[10] By the end of his tenure in 2022 due to limited budget, only 37% of the road segments was finished.[11] During the construction of Rokot Airport, he also proposed several names for the new airport, arguing that name of an airport should reflect the regional characteristics.[12][13] Other than that, he also supported central government plan for a special economic zone in West Siberut in 2018.[14]

In 2017, he sided with indigenous communities against industrial forest permit in Siberut Island, arguing that it will harm the environment. He argued that tourism should be the main sector of the regency instead as it preserves native culture and traditions instead of the industrial forest.[15] In 2022, he argued against newly passed law regarding status of West Sumatra province, which he said was not accommodating enough towards native Mentawai culture and only mentioned Minangkabau culture.[16][17] After his tenure ended, he was subject to controversy of which he was accused of owning total of twenty land plots and house assets, of which he denied calling it "nonsense".[18][19]

Personal life[edit]

Yudas is married to Rosmaida Sagurung and they have three children.[20] He is a Catholic.[21]
